What the clause says
The framework sets five core indicators: asserted, basic, standard, enhanced and strict. It does not fix their technical characteristics, and a policy maker can subdivide them for a use case.
What it supplies to a comparison
The indicator is the label a comparison result is reported under. Without it, a percentage cannot be placed on the scale a procurement panel or regulator uses.
Evidence to keep
- The indicator chosen for the decision, with the policy or brief that chose it.
- The mapping from the indicator to the threshold applied in the test.
What the evidence looks like
For 6.1, the first artefact is The indicator chosen for the decision, with the policy or brief that chose it.. The second is The mapping from the indicator to the threshold applied in the test.. If 6.1 has no first artefact, the practice is unproven at 6.1, and the report should record the absence rather than infer the practice from a policy.
Questions for the provider
- Which indicator does this decision require, and who decided?
- Is the indicator label carried through to the report and the public statement?
How it connects to the draft
The five indicators of confidence belongs to 6 indicators of confidence, and it gives the analysis one fixed point: The indicator is the label a comparison result is reported under. Without it, a percentage cannot be placed on the scale a procurement panel or regula. A comparison that cannot place a result against 6.1 is measuring something the framework has not defined, and the report should say so.
In the register, 6.1 is read beside the unit that tests it, and where it sets an objective rather than a number, that unit turns the objective into a question and an evidence artefact.
